Rear bumper cutout

Hi guys.
Can anyone confirm if this cutout is for the fold away tow ball? Our vehicle design laws prohibit this type of set up in Australia as we need a fixed position tow bar fitted.
Just wondering if there should be a cover for it or it's just a standard opening?

After a quick search on ebay, they are available from a UK seller. About $130 AUD. WOW!
Going to a local dealer to see if they stock them here in Australia.

From where did you order it if you don't mind? There's a seller on ebay selling them for $117.26 shipped to USA. Ridiculous price for a little piece of plastic...I'll fabricate my own when time permits if your seller charges too much.
I hope you didn't pay more than $20, I'll just make a template and cut out a piece of a old Mk4 plastic skid pan and glue it on with RTV. If I ever need to mount a hitch I'll just peel it off. It's not seen anyway.

I paid too much.
It didn't fit all that well either. It covered the hole, but.....yep. Make your own.
